I took GOV 379S, The Presidency in the Constitutional Order, with Dr. Tulis, and feel I have benefitted immensely from it. This is an honors course, and involves a small class size, a fairly specific topic, and lots of discussion. Each week, a fairly managable set of readings are assigned, which the students are expected to be prepared to discuss intelligently. The tests are largely to make sure everyone is keeping up with the courseload, as the essay prompts are given in advance. The majority of the course grade - 50% - is derived from a final term paper on a topic of your choosing related to the subject of the course. More than anything, what I have gained from this course is an informed perspective on constitutionalism and the role of governmental institutions therein. The perspective he advocates is constitutional without being legalistic, and analyzes thoroughly the contributions of historical events in shaping the way constitutionalism has been approached through time. His (pretty famous) book, The Rhetorical Presidency, is the best reading assignment in the course, and is engaging and thought-provoking. Tulis is one of those professors who has a very well-considered answer prepared for every question one might raise, which can be a bit intimidating. Still, the benefit of his intelligence and perspective makes this class very worthwhile. I highly recommend it.

I had Tulis for the Gov310L honors class. The workload was not that bad but his expectations were too high. He grades the essays pretty hard and expects you to write a certain way without clearing defining his objectives. He's an intelligent man but when it comes to teaching this class, it just wasn't all that great.
